I would put the work done on the Moorhead golf course as one of the highest scams(?) perpetrated on the WPA, but that is now. Then, it seemed like a good way to put a lot of people to work. In this case, there was a golf course, they needed a clubhouse. They gave land to the local township, who then because the rules were, WPA work could only be done on PUBLIC property, could then put together a WPA project.
The project built a really spectacular club house that has since been destroyed. It is easy to look back now and think how things should have been done differently, as I personally would have loved to see this clubhouse - from the pictures, it look very interesting. The paper you see here is the result of a great deal of work by Steve C Martins and Alice Ritari. This team did a lot of work to add the clubhouse to the National Historic Register. Cudos to them!!
I would encourage the viewer to read their article as it is a great introduction into how the WPA designed and constructed their buildings.
